Annuity conversations should begin with fact-finding, not with an illustration or predetermined product. The agent needs enough information to understand the consumer’s financial objectives before discussing whether an annuity is appropriate at all.
Start With the Objective
“What are you hoping this money will do for you?”
Possible objectives may include lifetime income, principal protection, tax deferral, legacy planning, or reallocating assets. The answer should shape the rest of the discovery process.
Understand the Financial Situation
- Current income and expected retirement income
- Liquid assets and emergency reserves
- Existing investments and insurance products
- Debts and major anticipated expenses
- Time horizon
- Risk tolerance
- Need for access to funds
- Experience with investments or annuities
Liquidity Is a Critical Question
Ask what money must remain readily accessible. A product with surrender charges or withdrawal restrictions should not be discussed as if all funds remain freely available.
Explore Risk and Guarantees Carefully
Different annuity structures have different guarantees, limitations, crediting methods, fees, and risks. Explain only current product terms and distinguish insurer guarantees from market performance or hypothetical illustrations.
Best-Interest Mindset
The NAIC’s revised Model Regulation #275 emphasizes recommendations made with reasonable diligence, care, and skill and without placing the producer’s financial interest ahead of the consumer’s interest. State requirements vary, so agents should follow the law and carrier procedures applicable in the consumer’s jurisdiction.
Ask the Replacement Question
If existing coverage or investments may be replaced, understand what the consumer may lose as well as what the proposed product may provide.
Use AI for Preparation, Not Recommendation
AI can help create discovery checklists, role-play client questions, or simplify product explanations. It should not independently decide that an annuity is appropriate or generate unverified claims about returns, guarantees, bonuses, or tax treatment.

Bottom Line
A strong annuity framework does not lead the consumer toward a predetermined product. It creates a disciplined fact-finding process that makes any later recommendation easier to explain, document, and evaluate.
